This synopsis provides notice of the Government’s intent to solicit a proposal on a sole source basis from incumbent Telephonics Corporation, 815 Broadhollow Rd, Farmingdale, NY 11735-3904 for 33,300 (Thirty-Three thousand Three hundred) hours of Engineering and Technical Services along with associated Travel and Materials for design, development, installation, test, evaluation, acquisition, production, modification, delivery, maintenance, refurbishment, logistic, and disposition associated with the AN/TPX-42A(V) Interrogator System. The AN/TPX-42A(V) Interrogator System provides air traffic controllers aboard CV, CVN, LHA, LHD class ships and at Naval Air Stations with automatic updates of Identification Friend or Foe (IFF) beacon and radar tracks within a 60 nautical mile radius to allow them to maintain safe separation between aircraft in the ship or shore station’s terminal environment. Telephonics Corporation is the sole designer, developer, and manufacturer of the AN/TPX-42A(V) Interrogator Sets and ancillary equipment. They are the sole owners of the technical data rights essential to producing and supporting the AN/TPX-42A(V) system equipment. Telephonics Corporation is the only company who currently possesses technical knowledge and expertise to perform the required support. Due to the proprietary nature of the system, no other sources will satisfy the requirement. This requirement is currently being performed under contract N00421-05-D-0044. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 24 February 2010, 1400 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
