The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to award a sole-source firm-fixed price purchase order using simplified acquisition procedures to Alta Data Technologies LLC, 4901 Rockaway Blvd N E Suite A, Rio Rancho NM 87124-4503 for eight (8) each Ethernet appliances with one channel of dual redundant MIL-STD-1553, P/N: ENET2-1553-1D-E used for the LCAC C4N System Baseline Configuration 4 (SBC4) ENET 1553 assembly.  This acquisition is unsuitable for full and open competition for the following reasons. The items being purchased are part of the Service Life Extension Program (SLEP). The Amphibious Warfare Program Office PMS377 J-Division SLEP program of record will upgrade legacy craft from FY01 until FY18. Thirty (30) of these craft configured with System Baseline Configuration Two (SBC2) will be technology refreshed with System Baseline Configuration Four (SBC4) from FY 2016 through FY 2018. The parts requested in this memorandum are part of a build to print data package whose assembly will be provided as Government Furnished Equipment (GFE) to an Alteration/Installation Team (AIT) for integration with SBC4 installation kits. The Ethernet appliances being purchased are commercial items manufactured by Alta Data Technologies as part of the end item assembly.
