ESPC Holders are hereby notified that questions may be submitted via email to [email protected].  Please show the Notice of Opportunity (NOO) number (DTOS59-13-R-00311) in the subject line. All questions are due via email by 4:00 PM Eastern Time on June 13, 2013.  Any questions received after this date and time shall not be answered.  When submitting questions and/or comments, please refer to the specific text of the NOO and any questions as they pertained to your site visit held here at the Department as attendance to the building was mandatory as part of your anticipated proposal.   

All questions will be collectively answered in writing on the internet at www.fbo.gov.  If an Offeror becomes aware of any problems or ambiguities in interpreting the specifications, terms or conditions, instructions or evaluation criteria of this solicitation, the Offeror shall immediately notify the Contracting Officer and provide the details of the problems or ambiguities.

Offerors shall direct all communications to the attention of the Contracting Officer/Contracting Specialist cited on the face page of this RFP.  Communications with other officials may compromise the competitiveness of this acquisition, and result in the disqualification of the offeror and/or cancellation of the solicitation.

Until a formal notice of award is issued, signed by a contracting officer, no communication by the Government either written or oral shall be binding or in any way interpreted as a promise that an award will be made.
