The U.S. Nuclear Regulatory Commission (NRC) proposes negotiate a sole source contract with IHS Global, Inc. for Energy Daily electronic newsletters. The period of performance for this effort is one year plus three (3)-one year options. The authority for negotiating on a sole source bases is made under 41 U.S.C. 253 (c)( 1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only once source is reasonably available. The North American Industry Classification System (NAICS) Code is 511120 (Size Standard: 500 Employees). Under copyright IHS Global, Inc is the sole publisher of the newsletters and no other organization is authorized to publish the newsletters. This notice of intent is neither a request for proposal nor a solicitation for offers. A final determination not to award this proposed procurement based on responses to this solicitation is solely within the discretion of the Government. Any response to this solicitation must show clear and concise information and should be advantageous to both the vendor and the Government. The evaluation criteria will be lowest cost/technically acceptable. Interested vendors must submit their capabilities to Wanda M. Brown, Contract Specialist, at the above address; U.S. Nuclear Regulatory Commission, Division of Contracts, TWB 01 B10M, Washington, D.C. 20555 via mail no later than July 29, 2011.
