***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Thomson Reuters of Carlsbad, CA to provide bibliographic software, EndNote and Reference Manager, that writers and researchers use to manage lists of references, bibliographies and footnotes for a particular topic. NOAA intends to purchase a site-license to allow use of Endnote and Reference Manager as needed throughout NOAA.

***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for software that is totally secure from outside access. EndNote libraries is unique in that it can be created and housed on internal agency servers and accessed by unlimited authorized agency users without the need to upgrade the software license if more than ten users need access. EndNote desktop is also tightly integrated with EndNote Web, allowing easy transfer of citations between the two applications. Reference Manager is used to maintain the legacy files. Period of performance shall be date of award through August 21, 2011.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide software that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
