The National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), plans to procure on a sole source basis from Thomson Reuters, 2141 Palomar Airport Road, Suite 350, Carlsbad, CA 92011, for EndNote and Reference Manager site licenses as well as EndNote Web for all employees at NCI, the National Institute of Allergy and Infectious Disease (NIAID), and 200 employees at the National Institute of Child Health and Human Development (NICHHD).

This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 511210 the business size standard is $25.0 million.

Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.

Period of Performance: Performance shall be for twelve (12) months from date of award.

Thomson Reuters is believed to be the sole source for EndNote and Reference Manager site licenses. EndNote and Reference Manager provide integrated searching, writing, and bibliography creation into one streamlined process that result in submission-ready manuscripts. EndNote is an all-in-one tool that integrates the following tasks into one program: search bibliographic databases on the Internet; organize references, images, PDFs and other files; create the bibliography and figure list while writing; collaborate using EndNote Web, the web-based research and writing tool. Reference Manager is a multi-purpose program with the following features: an online reference searcher which collects references from remote bibliographic databases; a database manager to organize individual reference collections and publish reference collections on the web or an intranet; a bibliography builder to instantly format bibliographies; and reference sharing capabilities.

This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on July 1, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
