DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR)
Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Enerdyne Technologies, Inc. The NAICS code is 334220.
The AFFTC has a requirement for SA-309913-01-ENC1000 A94-00 encoders. These encoders will be used to digitize and compress analog video signal formats and allow the user to transmit data in a noisy environment by correcting a number of bit errors received at the ground site. The AFFTC will be using the encoders within the F-16 program. These encoders must be compatible with the existing Enerdyne decoders that are installed in the aircraft. The technical data and specifications of the encoders and decoders are designed and developed by Enerdyne Technologies, Inc, and are proprietary to the company. It has been determined that acquiring encoders from any other contractor would not fulfill the technical requirements of this effort.
Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is February 26, 2010. Responses must be received no later than (NLT) 11:00 a.m., Pacific Standard Time, February 23, 2010. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received.
