This is a combined synopsis/solicitation notice of intent that AFSC/PZABB, Electronic Warfare Sustainment intends to purchase engineering services in support of the AN/ALQ-172. The purpose is to acquire AN/ALQ-172 Electronic Warfare System Test Program Sets (TPS) development and sustainment of the form, fit, function, and interface (FFFI) of the redesigned ALQ-172 Line Replaceable Units (LRUs). The Government anticipates a cost type contract with a period of performance of one (1) base year plus four (4) option years.

This project will provide an organic test and repair capability for the re-design of LRU's using a universal tester, VDATs, including Tech data, updated TO's and Test Program Sets (TPSs), Test Requirements documents (TRDs), Test Procedure Interface Hardware (TPIH) required for test /repair of the following:

LRU-7 (5895-01-291-9918EW)

LRU-9 (5985-01-282-2882EW)

LRU-1 (5865-01-424-5096EW)

RFIU (4920-01-213-5938EW)

LRU-4 (5865-01-424-5097EW)

LRU-8 (5985-01-290-2072EW)

The government intends to solicit and negotiate with Other Than Full and Open Competition as prescribed by FAR 6.302-l(a)(2). There is only one responsible source, L3 Harris, CAGE CODE 28527, which can fulfill this acquisition for these various NSNs. L3 Harris is the only qualified source that has the expertise, facilities and equipment to provide support of these NSNs. All NSNs for this effort are proprietary items to L3 Harris for which the Air Force does not own the internal engineering data or technical data required to repair, modernize, or produce spares.

We anticipate the release of the RFP on or around April 1, 2024 with an estimated response date of 01 April 2024.
