This is a combined synopsis/solicitation notice of intent that AFSC/PZABB, Electronic Warfare Sustainment intends to purchase engineering services in support of the AN/ALQ-172. This requirement is for sustainment and maintenance of ALQ-172 Line Replaceable Unit (LRU’s)TPSs and associated test equipment. The Government’s needs for EMTS TPS software and associated test component maintenance services are required to support the current mission of the AN/ALQ-172 Electronic Warfare System on the B-52 aircraft as well as various models of the C-130 aircraft. The AN/ALQ-172 radar jammer is described as being “combat proven” equipment that is installed aboard US Air Force (USAF) B-52H strategic bombers (ALQ-172(V)2), Special Operations MC-130H ‘Combat Talon II’ and AC-130U (ALQ-172(V)1) gunship. The Government anticipates a cost type contract with a period of performance of one (1) base year plus three (3) ordering periods.

The government intends to solicit and negotiate with Other Than Full and Open Competition as prescribed by FAR 6.302-l(a)(2). There is only one responsible source, L3 Harris, CAGE CODE 28527, which can fulfill this acquisition for these various NSNs. L3 Harris is the only qualified source that has the expertise, facilities and equipment to provide support of these NSNs. All NSNs for this effort are proprietary items to L3 Harris for which the Air Force does not own the internal engineering data or technical data required to repair, modernize, or produce spares.

We anticipate the release of the RFP on or around March 30, 2024 with an estimated response due date of 30 April 2024.
