The United States Coast Guard intends to negotiate solely with the manufacturer or authorized dealer of OEM parts in accordance with Federal Acquisition Regulation 6.3. All work is required to be performed in accordance with the OEM specifications and standards. Technical data, drawings, special tooling/equipment, and software pertaining to the items are proprietary and are not available for release to the public. It is the government's belief that only Caterpillar, Inc. or an authorized dealer has the capability to provide these parts. Other potential sources can submit information demonstrating their capabilities to provide genuine OEM parts and OEM authorized services. This information shall include but is not limited to (1) data that the offered supplies have been satisfactorily provided to the OEM or the Government in the past; and/or (2) a written letter, signed by the OEM that verifies the offeror's capability to access OEM drawings, specifications, and special tools.
