The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate a modification to an existing contract (N68335-07-C-0478) on a sole source basis with STV, Inc., of Douglassville, PA to effect a change in the design for the manufacture and installation of footstools and clevises in support of the Electromagnetic Aircraft Launch System (EMALS) at the System Design and Development (SDD) site (NAWCAD – Lakehurst, NJ). Manufacturing and field installation of the EMALS test equipment and foundation design changes are required in order to properly install the footstools and clevises to meet Test Operational capabilities. The Navy intends to procure these items under the authority of 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1. Firms that believe they can satisfy this requirement are encouraged to identify themselves. All responsible sources may submit a proposal, which may be considered by the Navy in determining whether to conduct a competitive procurement. A determination by the Navy not to open the requirement to competition based upon the response(s) to this notice is solely within the discretion of the Navy. A solicitation is not available for this procurement. Responses must be received within 45 days of publication of this notice.
