The U.S. Nuclear Regulatory Commission (NRC) proposes negotiate a sole source contract with Elsevier B.V. for a subscription to online journals through Elsevier's product ScienceDirect. The period of performance for this effort is one year plus four (4)-one year options. The authority for negotiating on a sole source bases is made under 41 U.S.C. 253 (c)( 1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only once source is reasonably available. The North American Industry Classification System (NAICS) Code is 511120 (Size Standard: 500 Employees). Elsevier is the sole publisher of the journals and no other organization is authorized to publish the journals. This notice of intent is neither a request for proposal nor a solicitation for offers. A final determination not to award this proposed procurement based on responses to this solicitation is solely within the discretion of the Government. Any response to this solicitation must show clear and concise information and should be advantageous to both the vendor and the Government. Interested vendors must submit their capabilities to Wanda M.
