To procure 3 electrosurgical units (generators) that are used for surgeries and medical procedures relating to the gastrointestinal tract. These procedures must include excess tissue removal, polyp removal and collection of tissue for biopsy. These procedures must be done by cautery. Must also have a argon plasma coagulation unit for procedures relating to the GI tract and esophagus. List of parts required include: 3 electrosurgical units 120V/60Hz UL, 1 argon plasma coagulation unit, 3 VIO carts including a FS holder, cable wrap, and one bottle fixation, 3 cart wire baskets, 3 monopolar adapters, bovie jacks and universal adapters, 1 pressure reduction valve, 2 argon gas cylinders, 3 dual pedal foot switches, 1 ignition testers, 1 irrigation tester, 2 fastening sets, 1 lifepad return electrode. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source Life Systems, Inc. 515 Trade Center Blvd. Chesterfield, MO 63005. The notice of intent is not a request for competitive quotations; however, all quotations recieved within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information recieved will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. "An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. WHen requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selections process."
