Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Sage Science, 500 Cummings Center, Suite 2400, Beverly, MA 01915, as they are the sole source for this type of instrument pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for a SageHLS Size Selection System Electrophoresis Instrument. The instrument must lyse biological cell suspensions under electrophoretic conditions, purify DNA from cells onto an agarose gel surface, fragment agarose gel-immobilized DNA using enzymes, provide heat-controlled liquid chamber that enables enzymatic reactions with agarose gel-immobilized DNA, fragment DNA into smaller molecular size lengths, extract and collect specifically targeted genomic regions from agarose gel-immobilized DNA. The instrument must separate DNA by agarose gel electrophoresis in two dimensions - first by separation in a gel column, followed by electro-elution of the sample into 6 membrane-bound wells. Cell lysis, enzyme treatment, and gel electrophoresis must be undertaken in disposable pre-cast gel cassettes and controlled through a software interface. The instrument must process 1-4 samples simultaneously, each sample lane must be electrophoretically controlled by two sets of electrodes, and must have pulsed-field electrophoresis to enable separation of high molecular weight DNA. The instrument must electro-elute DNA from agarose filled sample lanes into 6 vessels filled with electrophoresis buffer thereby size-fractionating or size-selecting DNA fragments.
The Government intends to award a firm fixed price Purchase Order on or about July 20, 2018, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, July 19, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
