The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to NAPHSIS. The Preventing Maternal Deaths Act of 2018 provided funding through CDC in FY 19 to establish or continue a Federal initiative to support State, local and tribal maternal mortality review committees, to improve data collection and reporting around maternal mortality. Part of the support that CDC provides is reviewing the data received by MMRCs to ensure the quality and correctness of that data. Currently, jurisdictions use the State and Territorial Exchange of Vital Events (STEVE) to exchange vital records. CDC is currently not a member certified by the National Association for Public Health Statistics and Information Systems (NAPHSIS), so we cannot view vital records on that system. It is imperative that CDC, in order to ensure timely and quality data, have access and training on the use of the system.

To secure access to the NAPHSIS State and Territorial Exchange of Vital Events (STEVE) system, to receive training on the use of the system, to coordinate a phased access to jurisdictional records, and to conduct system user meetings.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
