Title: Electronic Retrofit to DSP and Software Upgrade

The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Holco, Inc., 329 Francis Avenue, Ambler, PA 19002 under the authority of FAR 6.302-1, Only One Responsible Source Available. The FBI currently owns a SmartScope Video Measuring Microscope and requires a system upgrade to retrofit to digital signal processing as well as have the capacity to run the most recent revision of the Measuremind Software, Rev.14; procurement to include factory installation and training. This particular SmartScope Microscope is located at Quantico, VA 22135 and will need to be serviced at that location. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only one responsible source can provide the requested services due to authorization limitations set by the manufacturer, Optical Gaging Products, Inc.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Friday, April 24, 2009, via facsimile to the attention of Mrs. Dina Olibah, Contract Specialist, at (703) 814-4787 or by e-mail at [email protected]. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13.
