The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA's) and the National Marine Fisheries Service in Panama City, FL intends to award up to five (5) purchase orders to conduct a pilot study to test video monitoring hardware and software to determine the feasibility of developing a cost-effective and reliable system of monitoring protected species bycatch aboard commercial gillnet vessels off the US southeast coast. The vendors shall be required to carry a video monitoring system, to be installed and maintained by a third party, to record and monitor the haulback and haulback operation(s) that normally occur during commercial gillnet operations off the US southeast coast. The vendors have a current license for commercial gillnet vessel that possesses a valid Coast Guard safety sticker. The NAICS code for this action is 114119. This is a 100% small business set-aside. Business size standard not to exceed $7.5.M. This service is being procured under the guidelines of FAR Part 13 Simplified Acquisition and Part 12 Commercial Items. The government requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
