The National Endowment for the Arts (NEA) intends to issue a sole source commercial item purchase order, using FAR Part 13.105(b) Simplified Acquisition Procedures in accordance with FAR 5.101(a)(2), with only one responsible source that will satisfy the agency's requirement with Westlaw Services to provide the online legal research database for use by the Office of General counsel (OGC) and the Office of Civil Rights (OCR).  It is critical to have access to the database that provides the latest legal research in order to provide guidance to the Agency.  It is essential to have instant online access to a wide variety of legal topics as the needs of the Agency are broad.  The database is used to conduct legal research and assist employees of those offices to research current and changing laws, statues and regulations that affect the Agency and allows them to advise the Agency in an efficient and effective manner.  Westlaw provides access to legal documents, case opinions, statutes, regulations, secondary legal analysis that is constantly updated and easily searchable.  Having a quick access to current, up-to-date legal documents is essential to the work that the OGC & OCR provide to the Agency.  Westlaw provides a straightforward search engine that searches and gives access to a large number of legal sources.  Westlaw also gives the opportunity for the user/employee to discover further guidance on a topic and any recent updates or changes to the law that would be critical in new and on-going cases at the Agency.  This notice is for informational purposes only.
