The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract to Design and construct a pre-engineered metal building that has a high bay area 100'x90'x35' and an administrative area 100'x40'x15'. This structure will house an 80'x60'x30' testing chamber with a built-in dynamometer on a turntable. In the center of 80'x60'x30' chamber, a 40' in diameter by 8' deep trench needs to be dug out to isolate the electronics of the dynamometer from the chamber. The design, construction, and installation of the dynamometer, anechoic chamber, and turntable will be provided under a separate contract. Electric, water, communications and sewer are required. HVAC is required throughout the building. Parking for 10 vehicles. An Award for the Contract is anticipated for April 2013. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. Performance and Payment Bonds will be required. The NAICS Code for this project is 236220 and the small business size standard is $33.5 Million. This is a best value lowest price technically acceptable (LPTA) procurement.
