This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 to satisfy the requirement to issue a 15-day public notification prior to the issuance of solicitation (HC104725R0003) for the Defense Information Systems Agency (DISA), Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA) recompete.

This DISA pre-solicitation notice is issued solely for informational and planning purposes.  This is NOT a Request for Proposal, Request for Quote, or Invitation for Bid.  It does not constitute a solicitation and shall not be construed as a commitment by the Government.  Responses received in response to this pre-solicitation notice are not offers and will not be accepted.  A formal Request for Proposal will be issued on or about February 28, 2025, and will remain open for 30 calendar days.  Information contained within this pre-solicitation notice is subject to change. 

Description: The EMBM-J is an Acquisition Category Level III requirement to develop and further enhance EMBM-J SA capabilities to enable visualization, analyses, and assessment of Electromagnetic Spectrum activities within an Area of Responsibility for situational awareness of the Electromagnetic Spectrum Operational Environment in support of Joint Electromagnetic Spectrum Operations for the Joint Force Commander.  This requirement will procure software development/testing and engineering support for the continued development, deployment, operations, maintenance, test, training, and enhancements of the current EMBM-J SA software/system architecture using modern software methodologies and agile teams.  Responsibilities include continuous integration/continuous delivery of EMBM-J SA releases within commercial cloud environments, system administration, maintaining security posture and Authority to Operate, user interface development, automation of data ingest, and enabling interoperability with military service EMBM systems and the EMBM-J Decision Support effort.
