NAVAIR intends to enter into sole source negotiations and subsequently award a delivery
order (DO) under Basic Ordering Agreement N00019-21-G-0014 to General Atomics (GA),
San Diego, California (CA). The anticipated DO will be for Generation 3 Position Block
Sensors (PSC) non-recurring engineering (NRE) design, test, and CVN 78 production in
accordance with ECP-I-EMALS-0053.
EMALS is an aircraft launch system that provides the Government with the ability to
launch current and projected carrier based, Nose Gear Launch (NGL) equipped aircraft.
EMALS will replace the current steam catapult launch system, which is labor intensive and
is approaching its designed structural operating limit. As the sole designer, developer and
manufacturer of the EMALS, GA is the only source with the requisite knowledge,
experience, and technical expertise to provide the required supplies and services.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority
permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as
implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or
services will satisfy agency requirements.
There is no commitment by the Government to issue a solicitation, make an award, or be
responsible for any money expended by interested parties before award of a contract for
efforts described above. Information provided herein is subject to change and in no way
