The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a new delivery order (DO) under Basic Ordering Agreement N00019-21-G-0014 to General Atomics (GA), San Diego, California (CA). The anticipated DO will be for all required Non-Recurring Engineering (NRE) needed to design, produce, and test a new Electromagnetic Aircraft Launch System (EMALS) electrical power distribution configuration with incorporation of new switches, cabling, and hardware needed to enable “Electrical Isolation” of individual EMALS catapults and system electrical hardware. The NRE phase is planned to start in FY25 and go through FY27 and includes delivery of production drawings and shipboard installation control drawings, as well as options for software updates. The testing of the prototype Electrical Isolation system will occur at Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ at the EMALS Shipboard Functional Demonstration (SFD) test facility. The planned contract award date is March 2025.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill this requirement and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.
