Washington Headquarters Services, Acquisition Directorate, located at 1225 South Clark Street, Arlington, VA, intends to negotiate a sole source award to Virginia Electric and Power Company (doing business as Dominion Virginia Power, referred to henceforth as DVP) for electricity supply to the Pentagon Reservation located in Arlington, VA. The award will be made against DVP's GSA areawide contract, GS-00P-08-BSD-0560, for a period of two years for a total estimated cost of $36.7 million.

The Government intends to solicit, negotiate, and award to only one contractor using other than full and open competition procedures pursuant to 41 U.S.C 253(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor, DVP, has provided electricity to date and will be requested to continue providing the supply until a competitive award can be made under recent changes to the Code of Virginia allowing for competition of energy supply. This award is estimated to occur within two years.

This notice of intent is not a request for competitive proposals and no offeror list will be maintained; however, interested parties may identify their capabilities and ability to support the requirement. All responses received within fifteen (15) days of the issuance of this notice will be reviewed by the Government for consideration regarding contractor responsibility and the ability to support this requirement in the planned competition. The Defense Logistics Agency is aiding Washington Headquarters Services on the competition and already released a Sources Sought Notice on June 17, 2013, which closed on July 17, 2013 (SP0600-13-R-0422).

The Government will not be responsible for any cost incurred in the preparation of responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion.
