The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Government of Liberia (the "Government" or "GoL") have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the "Compact") in the amount of approximately 256,726,000 USD ("MCC Funding"). The Government, acting through Millennium Challenge Account - Liberia (the "MCA Entity"), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals ("RFP") is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the MCA Entity at (http://www.mca.gov.lr/images/PDF/libcompact.pdf).


The Compact seeks to address two binding constraints to economic growth currently existing in Liberia:


a) lack of access to reliable and affordable electricity, and,


b) inadequate road infrastructure.


To address the two binding constraints to economic growth, MCC and GOL designed the Compact program to consist of the following two Projects: (i) the Energy Project; and (ii) the Roads Project. Under these two Projects, Compact includes funding for the rehabilitation of the Mt. Coffee Hydroelectric Plant, development of a training center for technicians in the electricity sector, support for the creation of an independent energy sector regulator and support for the development of a nationwide road maintenance framework. The project will be implemented by Millennium Challenge Account Liberia (MCA-Liberia) for a period of five (5) years from the date of entry into force of the Compact.


This RFP follows the General Procurement Notice that appeared in dgMarket on May 24, 2019, UNDB Online on May 24, 2019, the MCA Liberia's website (www.mca.gov.lr) on May 27, 2019, and local newspapers: Frontpage on May 28, 2019 and New Democrat on May 30, 2019.


MCA-Liberia now invites proposals from legally constituted consulting firms to provide the consultant services referenced above ("Proposals"). More details on these consultant services are provided in the Terms of Reference.


This RFP is open to all eligible entities ("Consultants") who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment.


A Consultant will be selected under the Quality and Cost-Based Selection method, the evaluation procedure for which is described in sections of the RFP in accordance with "MCC Program Procurement Guidelines" which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

A Pre-Proposal Conference will be held at MCA Liberia's 3rd Floor Mt. Coffee Conference Room, F & F Building, 63 UN Drive, Mamba Point on August 1, 2019 at 2:15 pm (local time in Monrovia, Liberia). Attendance is strongly recommended for all prospective Consultants or their representatives but is not mandatory. Prospective Consultants may also attend the Pre-Proposal Conference via WebEx. Clarifications may be requested by e-mail not later than August 2, 2019, so that responses can be issued to all Consultants by close of business August 16, 2019, which is 14 days prior to the deadline for submission of Proposals.
