Purpose:  The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ  07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS) to identify capabilities of procuring/manufacturing/fabrication electric cables from Department of Defense (DoD) Technical Data Package (TDP) for the 155mm M777A2 towed howitzer (M777), 105mm M119A3 towed howitzer (M119) and Location and Azimuth Determining System (LADS). 

Description:  This Request for Information (RFI) is issued solely for information and planning purposes, as a means for the Government to conduct market research, identifying interested parties and their capability to support the Government’s potential requirement procuring/manufacturing/fabrication electric cables from Department of Defense (DoD) Technical Data Package (TDP) for the 155mm M777A2 towed howitzer, 105mm M119A3 towed howitzer and Location and Azimuth Determining System (LADS). This Request for Information is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of PM-TAS.

The Government is interested procuring/manufacturing/fabrication of electric cables to DoD TDPs with military specifications for the M777, M119 and LADS.  For planning purposes, this effort is anticipated to commence (FY24/25 – FY29/30).

3. Cable Manufacturing
   1. Describe your capability and experiences in the procuring/manufacturing/fabrication of cables to DoD TDPs with military specifications.  Including, but not limited to, capabilities of manufacturing cables with multiple layers of shielding, embedded circuit cards and molded backshells/junctions.
   2. What quality assurance processes and test qualification practices does your company employ?  Please provide a description of your quality program (ISO 9000 or others).
   3. Describe your capability to conduct First Article Testing (FAT) and Lot Acceptance Testing (LAT) to DoD requirements and/or internal processes.

Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as identification of current customers.  This Market Survey is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the United States Government.  The Government recognizes that proprietary and/or competition sensitive information may be a part of this effort, if so, clearly mark such restricted/proprietary information.  Only submit Unclassified information, NO Classified data will be accepted for this request. 

As a result of this Request for Information (RFI), a Request for Proposal (RFP) may be issued for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award production contract utilizing Full & Open Competition (F&OC), multiple Blanket Purchase Agreements (BPA) and/or Purchase Orders provisions for the procuring/manufacturing/fabrication of electric cables for the M777, M119 and LADS.  Participation in this Request for Information (RFI) is completely voluntary by the vendor and as such all costs to develop the vendor’s response are to be borne by the participating vendor.  All interested sources are encouraged to submit their abilities/capabilities no later than 30 days from date of this publication, by 12 April 2023, to: Mark Bobitka, ACC-NJ-JA Bldg. 9, Picatinny Arsenal, NJ 07806-5000; email: [email protected] .
