ADDENDUM Frisco ISD will close the second of three available phases on RFP 801-2021-05-27 (Elective and Extracurricular Supplies and Services) on 12/9/2021. ALL company responses must be complete and submitted on or before 1:00 PM (CST) on 12/9/2021 to be evaluated for Phase 2. If your intention is to respond to Phase 2, please do so immediately. Incomplete responses will not be saved and partial unsubmitted responses will be deleted during the temporary closure of the bid. If you have started your company response, it must be complete and submitted by 1:00 PM (CST) on Thursday 12/9/2021 to be evaluated for Phase 2. The last and final phase, “Phase 3”, will open for responses on Friday 12/10/2021 at 9:00 AM (CST) and have a final closing date of 3/23/2022 at 12:00 PM NOON (CST). Frisco ISD is requesting proposals for supplies and services to support our extracurricular and student elective curriculum. This Request for Proposal (RFP) is a multiple service catalog discount bid. FISD intends to qualify multiple suppliers and providers to meet the needs of the District as allowed by Texas Administrative Code (TAC) 109.41. FISD urges all vendors that provide services or supplies to support extracurricular and student electives to respond to the RFP, even if you are a SOLE SOURCE provider. INTRODUCTION This is an extended opening RFP in accordance with TAC 109.41. (See Financial Accountability System Resource Guide (FASRG) 5.16.1-5.16.7.) Qualifications will be made to multiple vendors in 3 phases during this solicitation period. Vendors are encouraged to submit responses as soon as possible, as when proposals are received and evaluated, they are either accepted or rejected by the District. Frisco ISD intends to present recommendations for qualified vendors in 3 phases at the following scheduled board meetings: Phase 1: November 2021 Phase 2: February 2022 Phase 3: May 2022 Applicants will be notified of Frisco ISD Board of Trustees decision following each meeting. ***Vendors may submit a response to this bid only one time during the solicitation period.*** This RFP is issued in accordance with Title 2 of the Code of Federal Regulations (2 CFR) Part 200 requirements to purchase goods and/or services by Frisco ISD using federal dollars. FISD may purchase goods and/or services from vendors qualified through this RFP with local, state, federal, and grant funds. This Request for Proposal is not a contract. Purchases will be made by approved purchase order and only the purchase order will serve as the contract. NO SERVICES SHOULD BE PROVIDED BEFORE THE VENDOR RECIEVES A PURHASE ORDER. II. BACKGROUND FISD is located approximately thirty miles north of Dallas, Texas and encompasses seventy-five square miles in Collin and Denton counties including most of the city of Frisco and portions of neighboring Plano, McKinney and Little Elm. Frisco ISD currently enrolls more than 64,000 students in 11 high schools, 17 middle schools, 42 elementary schools and 3 special programs schools. FISD has over eight thousand employees. SCOPE & SPECIFICATIONS Frisco Independent School District is requesting proposals to receive catalog discounts for services, supplies, materials, software, professional development providers and other similar commodities to support the student elective and/or extracurricular programs and curriculum. This includes classes, programs and organizations considered "outside" of standard core curriculum. This Request for Proposal may include vendors to support the following categories. This is not an "all encompassing" list, but should be used as a guide to determine if your services, or products will support these types of organizations. Fine Arts: Art, Art History, Band, Dance, Drill Team, Orchestra, Theatre, Elementary Music Education, Choir, etc. Athletics: Football, Volleyball, Tennis, Golf, Track, Basketball, Soccer, Weightlifting, Baseball, Softball, Aquatics, Cross Country, Wrestling, Camping, Hunting, Archery, Fishing, Cheer, General Physical Education, Sports Training/Managing, Sports Marketing, Elementary Physical Education, etc. Journalism: Journalism, Broadcast, Photography, Newspapers, RTVF, Yearbook, Debate, Etc. Advanced Education: AP Classes, College Certifications, AVID, International Baccalaureate, Dual Credit, Etc. Technology Career: Aerospace Engineering, 3D Animation, Video Game Design, Etc. Health Specialties: Pharmacology, Animal Science, Etc. Miscellaneous: ROTC, Naval Cadet Academy, Etc. Vendors should be prepared to supply quotes as requested by FISD staff in line with prices set forth in this solicitation. Multiple vendors may be qualified to this solicitation, so please bid accordingly. For evaluation purposes, bidders are requested to provide a discount price outline for goods or services their company can offer. Price outlines must be attached to your company response. **Bidders that do not provide pricing will not be evaluated for qualification to this solicitation** IV. BUDGET Frisco ISD does not guarantee the volume (quantity or dollar value) to be purchased annually. The Actual dollar amount to be purchased depends on the actual needs of the campuses, departments, and budgetary constraints. (TAC 109.41) *** The District does not represent or guarantee that any vendor selected or qualified under this RFP will be awarded work, or if so, how much, what type, or dollar value. *** V. TERM Once approved by the Frisco ISD Board of Trustees, this qualification will be in effect for one (1) year with the possibility of four (4) one year (1) automatic renewals. Renewals will be automatically extended providing vendor and Frisco ISD remain in good standing and agree on any changes in pricing or procedure. The final automatic renewal for ALL vendors qualified under this solicitation, regardless of when qualified, will be May 2027. FISD intends to present recommendations for evaluated, qualified vendors, at the scheduled Board of Trustees monthly meetings in November 2021, February 2022, and May 2022. Proposers must review, initial, and sign the Frisco ISD Bid Attributes and Purchasing cooperative Agreement. The completed document must be uploaded to the Response Attachments tab of your submittal. Failure to include a completed, initialed and signed document may disqualify you from further consideration. EVALUATION PROCEDURE AND CRITERIA The evaluation and selection of vendor(s) for qualification will be conducted by an Evaluation Committee which will be composed of members from Frisco ISD based on position, expertise in the area for which the procurement is being conducted, or as the requester of the procurement process. Frisco ISD reserves the right to add, delete or substitute members of the Evaluation Committee as it deems necessary. The Purchasing Department is responsible for administering the evaluation process and will serve in a non-voting capacity. A minimum of three (3) of FISD administrative staff members will review qualifications and make recommendations to the Frisco ISD Board of Trustees for final approval. Qualifications will be reviewed according to criteria established by TEC 44.031(b). Evaluation Criteria include: The purchase price; 0-35 points The reputation of the vendor and of the vendor's goods and services; 0-9 points The quality of the vendor's goods and/or services; 0-20 points The extend to which the goods and/or services meet the district's needs; 0-20 points Vendor's past relationship or past performance with FISD; 0-5 points Impact on the ability of the district to acquire the vendor's goods or services; 0 points FISD's long term cost of buying the goods or services; 0-6 points For a contract of goods and services, materials, whether the vendor or the vendor's ultimate parent company or majority owner; (A) Has it's principal place of business in the State of Texas; or (B) Employs at least 500 persons in the State of Texas; 0 points Other relevant factors; 0-5 points **Frisco ISD reserves the right to accept or reject any or all proposals, to waive all technicalities and informalities, to be the sole judge of quality and equality and to qualify the vendor(s) that is determined to be the best fit for Frisco ISD. PROCUREMENT ETHICS 1. Any Frisco Independent School District employee who exercises any responsibilities in the review, approval, or implementation of the qualifications or bid shall not participate in any decisions, which affect his or her direct personal financial interest. 2. It is a breach of ethical standards for any person to offer, give, or agree to give any District employee, or for any district employee to solicit, demand, accept or agree to accept, a gratuity or an offer of employment, whenever a reasonably prudent person would conclude that such consideration was motivated by an individual, group or corporate desire to obtain special preferential or more favorable treatment than is normally accorded to the general public. 3. The professional(s) or firm shall not assign any interest in this contract and shall not transfer any interest in the same without the prior written consent of Frisco ISD. 4. The professional(s) or firm shall not accept any client or project that places it in a conflict of interest with it's representation of Frisco Independent School District.
