Market research has found that Elcomter Inc is the manufacturer and sole distributor of the Elcomter 1720, Elcometer 130, Elcometer 4340, Elcometer 160, and Elcometer 500. These products are engineered to work together to collect different data and relay it to a central point. The Elcometer 1720 includes both washability and abrasion testing in one cohesive unit (one that does not need to be pieced together from separate units). The Elcometer 130 generates a 2D and 3D surface analysis of salt contaimination. The Elcometer 4340 has a film applicator with the flatness rating of 2. All these, plus the Elcometer 1620 brand cupping equipment, are compatible with Elcometer products and software already in use at CERL. These individual component capabilities make them the only suitable products that will satisfy the government's requirement.
ERDC-CERL intends to award a purchase order on a sole source basis to Elcometer Inc in accordance with FAR 13.106-1(b)(1).
The associated North American Industry Classification System (NAICS) code is 334519 which has a size standard of 500 employees. This is not a small business set aside.
This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy.
