The U.S. Geological Survey (USGS), Alaska Science Center, Anchorage, AK has a requirement to study the potential differences in mortality rates of Steller Eider Ducks carrying transmitters using either prong and suture or Tesa tape.
The successful contractor must have knowledge of the bird's normal wintering behavior, famillarity with current mortality rate studies, and possess existing outdoor salt water pools in southern Alaska which mimic the ducks' normal wintering habitat.
Based on the above requirements, we intend to "negotiate on a sole source basis" with the Alaska Sea Life Center (ASLC) of Seward, AK, in accordance with the procedures in FAR Part 12, Acquisition of Commercial Items. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 2:00 PM PDT. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quote (RFQ) 09WRQQ0127 will be made available to ASLC through the Government-wide Point of Entry (GPE) on or about July 8, 2009 in accordance with FAR 5.102(a)(1).
This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-33, effective 15 June 2009.
