This requirement is a 100% Economically Disadvantaged Women-Owned Small Business (EDWOSB) SET-ASIDE in accordance with FAR Part 19. The contract duration is 120 calendar days. The solicitation, including any amendments, shall establish the official opening and closing dates and times. Award will be made to one (1) bidder with the lowest bid who is deemed by the Government to be responsible, in accordance with FAR Part 14.
The Government has scheduled a site visit to be held 17 September 2015 beginning at 10:00 am. The location shall be the entrance to the EFOB site as seen in figure 2 of the statement of work. Potential offerors are responsible to check the information at www.fedbizopps.gov/. This solicitation package is posted on FedBizOpps, which can be accessed at www.fedbizopps.gov/. The Government will not provide paper copies of the solicitation or the Interested Vendors List (IVL). Telephone, written, facsimile, or e-mail requests for the solicitation package or the IVL list will not be honored. Potential offerors MUST register at www.fedbizopps.gov/, in order to receive notification and/or changes to the solicitation. The IVL will be activated and may be accessed and printed from this wed site. Prospective offerors who would like their company name included on the Bidders Mailing List (plan holders list) may do so on the FedBizOpps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for proposal preparation costs. Be advised that interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the bidder is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder.
