SYNOPSIS:
PURPOSE
The purpose of this SPECIAL NOTICE is to inform and receive input from domestic launch service providers about recent updates to EELV requirements documentation, namely the System Performance Requirements Document (SPRD) and Standard Interface Specification (SIS). The SPRD applies to each EELV-class launch system and now reflects MIL-HDBK-520A format for a System Requirement Document (SRD) as required by AFI 63-101. The SIS defines the standard interface between the payload and the EELV system and standardizes equipment, processes and services among all launch providers.
Reviews should focus on the following update objectives:
SPRD
1) Updated to reflect vertical integration requirement
2) Updated to reflect known changes to payload requirements
3) Revalidated requirements traceability and verification of requirements as required by Operational Requirements Document (ORD) II
4) Reformatted to comply with MIL-HDBK-520A
SIS
1) Updated to reflect vertical integration requirement
2) Added requirements from SIS v6 that were incorrectly removed in SIS Revision A
3) Ensure requirements traceability as needed through the SPRD to the ORD II
Interested domestic launch service providers that have previously submitted a Statement of Intent (SOI) for EELV-class Certification IAW New Entrant Certification Guide (NECG) guidance may request a copy of the SIS and SPRD for review by contacting the POCs below. Comments are due back to the USAF by 6 pm Pacific time 17 July 2013.
This SPECIAL NOTICE is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Respondents' input provided may be taken into consideration for the subsequent versions of the SIS and SPRD. This SPECIAL NOTICE does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this SPECIAL NOTICE. All costs associated with responding to this SPECIAL NOTICE will be solely at the responding party's expense.
