The Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DOD) Integrated Material Manager (IMM) for Aerospace Energy products and related services has a four (4) year requirement for production and delivery of Gaseous Helium. The contractor shall provide all production, supplies, management, tools, equipment transportation, and labor necessary to deliver F.O.B. Destination into a Government-owned tank. A detail description of requirements for items (line number(s) and items, quantities, and units of measure) to be acquired is listed on the Schedule (SF 1449).
The Government intends to award a four (4) year Firm Fixed Price Requirements-Type contract, on or about 30 September 2021, using Federal Acquisition Regulation Part 12 Acquisition of Commercial Items. All responsible sources shall submit a capability statement, which shall be considered by the agency Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the responsibility of interested vendors to monitor Beta.sam.gov for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Only emailed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which will be considered by the agency. The Government intends to procure products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR 13, Simplified Acquisition Procedures, and FAR Part 15, Contracting by Negotiation, as applicable. This announcement constitutes the only solicitation; proposals are being requested. Solicitation Number: SPE601- 21-R-0311 for Gaseous Helium for Edwards Air Force base is issued as a Request for Proposal (RFP).
The associated North American Industrial Classification System (NAICS) code for this procurement is 325120. The Small Business Size Standard is 1,000 and this solicitation is an unrestricted, Full and Open Competition for the following:
NSN 9135-00-890-2011, Gaseous Helium, Type I, Grade A shall meet the requirements of the most current version of MIL-PRF 27407.
