This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Institute of Surgical Research (USAISR) to complete a sole source contract for the Edstrom Watchdog System and Viewpoint Vivarium System. This requirement will be procured in accordance with federal acquisition regulation (FAR) 13.106-1(b)(1)(i). The Edstrom Watchdog monitors animal environment, delivers water and provides access control on all animal rooms to ensure the safety of our animals as well as our research. Viewport oversees the tasks performed in the animal rooms as well as allowing adjustment to water supply in the animal rooms which is critical to the animal’s well-being. The government is required by Army Regulation 40-33, The Care and Use of Laboratory Animals in DOD Programs, to maintain critical infrastructure, security, safety, and animal welfare.
These services are currently being performed by Edstrom Industries, Inc. (Edstrom), and maintenance services on the Edstrom Watchdog System/Viewpoint Vivarium System are only available from the original source, Edstrom, for the development of this system.
This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award the contract no sooner than 10 days after publishing this synopsis.
