The USDA ARS Parlier has the need for Eddy Covariance system from Campbell Scientific Inc. This system is the only one commercially available product that fits exactly our research needs at this time. We have
ongoing research that currently utilizes the same system and all
system components are compatible with the current field research
equipment for water management studies. In addition, our technical
Staff are trained and experienced with using this equipment.

Eddy Covariance system consists of IRGASON-BB-IC 27350-1 Integrated CO2/H20 open path gas analyzer and 3d sonic anemometer -BB-Basic Barometer -IC IRGASON case. And sensors, micro logger, conduit and cables.
The USDA intends on negotiating with the only know source Campbell Scientific. Interested firms can present proposals to the attention of Fred Gifford as listed in this notice.
. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13/6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after the date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
