The Naval Air Systems Command intends to issue a fixed-price, sole source modification to the Boeing Company to successfully update the F/A-18E/F and EA-18G production line to integrate a new item of Government Furnished Equipment into the aircraft production drawings and processes; update the aircraft production specification via Production Specification Change Notice (PSCN); update the aircraft production Master GFE List (MGFEL); add the new part number to the F/A-18 Interactive Electronic Technical Manual (IETM) for the US Navy and its F/A-18 FMS partner countries; and to generate the Design Change Notice (DCN) to update the provisioning of the new part number.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
