The Naval Air Systems Command (NAVAIR) intends to solicit and negotiate a Firm Fixed-Price Engineering Change Proposal (ECP) under the NAVAIR corporate basic ordering agreement with the Boeing Company of St. Louis, Missouri 63166, on a sole source basis. This procurement will provide a better timing signal from the Enhanced Interference Blanking Unit (EIBU). As a result, this change will reduce ringing on the 1 Pulse Per Second (1PPS) signal from the EIBU. The planned contract action will have a CLIN for 148 USN kits and 12 RAAF kits for EA-18G aircraft.
The Boeing Company is the sole designer, developer, manufacturer, and integrator of the EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, qualified personnel necessary to accomplish this effort, and is uniquely positioned to meet and fulfill NAVAIR's requirements within the time required. This notice of intent is not a request for competitive proposals. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
