The Naval Air Systems Command intends to solicit and negotiate a Firm-Fixed Price, sole source Order under a Basic Ordering Agreement (BOA) contracting vehicle with the Boeing Company for the procurement of up to 75 retrofit kits for the conversion of F/A-18 C/D windshield assemblies for use in F/A-18 E/F and EA-18G aircraft. This sole source procurement will also include engineering design/development, and technical data. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.

All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
