The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, PMA-265 (Program Office for F/A-18 and EA-18G Aircraft) intends to negotiate and award a fixed price type contract on a sole source basis with The Boeing Company (TBC), St. Louis, Missouri, under the Basic Ordering Agreement (BOA) Contract N00019-16-G-0001. The purpose of this action is to incorporate ECP 640 Automatic Ground Collision Avoidance System (Auto-GCAS)” in selected United States Marine Corps F/A-18C/D aircraft. Boeing is the sole designer, developer, and manufacturer; and as such, has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements”.
