The Naval Air Systems Command intends to place a sole-source firm fixed price order under Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company (Boeing) of St. Louis, Missouri 63166, for the procurement of ECP-MDC-F/A-18-06389C1 Engineering Change Proposal (ECP) to retrofit the existing AN/ALQ-214(V)4 and AN/ALQ-214(V)5 in Royal Australian Air Force (RAAF) AF/A-18F and AEA-18F aircraft, and in U.S. Navy (USN) Lot 38 F/A-18E aircraft. The planned contract action will have a base CLIN for 41 USN kits for F/A-18E aircraft and 3 RAAF kits for AF/A-18F and AEA-18F aircraft. Boeing is the sole designer, developer, manufacturer, and integrator of the F/A-18A-F, AF/A-18F and AEA-18F aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
