The Naval Air Systems Command intends to place a sole-source firm fixed price order under Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company (Boeing) of St. Louis, Missouri 63166, for the procurement of ECP-MDC-F/A-18-06389 Engineering Change Proposal (ECP) for Incorporation of AN/ALQ-214(V)4 and AN/ALQ-214(V)5. ECP Planned deliverables and outputs are:
• ECP 6389 Validation Airframe Change Kits for F/A-18A-F Aircraft
• Installation of ECP 6389 Validation Airframe Change Kits into F/A-18A-F Aircraft
• ECP 6389 Verification Airframe Change Kits for F/A-18A-F Aircraft
• Updates to F/A-18A-F Interactive Electronic Technical Manuals
• Updates to F/A-18A-F Maintenance Instruction Manuals:
• ECP 6389 Airframe Change Technical Directives
• Twenty-three (23) ECP 6389 Airframe Change Year 1 Retrofit Kits for F/A-18C/D Aircraft
• Twenty-three (23) ECP 6389 Airframe Change Year 1 Retrofit Kits for F/A-18E/F Aircraft
Projected period of performance is December 2011 through November 2014. Boeing is the sole designer, developer, manufacturer and integrator of the F/A-18A-F aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
