The Naval Air Systems Command intends to place a sole-source firm fixed price order under Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company (Boeing) of St. Louis, Missouri 63166, for the procurement of ECP-MDC-F/A-18-06389 Engineering Change Proposal (ECP) for Incorporation of AN/ALQ-214(V)4 and AN/ALQ-214(V)5 Year 1 Recurring Retrofit Airframe Change (AFC) Kits and the installation of ten kits. The planned contract action will have a base CLIN for twenty-three (23) Year 1 AFC kits for F/A-18C/D aircraft and a priced option for the installation of ten (10) kits. A minimum of 10 AFC kits need to be delivered by April 2014 with the remainder to be delivered by November 2014. Installations of 10 kits on 10 aircraft are scheduled to occur from March 2014 through May 2014.

Boeing is the sole designer, developer, manufacturer and integrator of the F/A-18A-F aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
