INTRODUCTION

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure ECP 622 for Wiring Kits. 

THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.  Each order will be synopsized on the FedBizOps website as applicable in FAR 5.201(b).  

ELIGIBILITY

The PSC for this requirement is 1560; the NAICS is 336413 with a size standard of 1500 employees.  All interested businesses are encouraged to respond.

ANTICIPATED PERIOD OF PERFORMANCE

The anticipated period of performance is 8 months.  The anticipated start date is 31 March 2017.

ANTICIPATED CONTRACT TYPE

The contract type is anticipated to be Firm Fixed Price (FFP).

PROGRAM BACKGROUND

ECP 622 for Wiring Kits is for the design, development and integration of modifications to the EW System on the United States Navy and F/A-18 aircraft.  (30) USMC retrofit kits are required to support EAS capability into the USN F/A-18C/D aircraft.  In addition (24) AFC-583 Radar Warning Receiver retrofit kits are necessary in support of VFA/VMFA deployment and (34) AFC-583 kits in support of partial outfitting of USMC F/A-18 C/D aircraft.  ECP 622 is required to improve the AN/ALR-67 (V)3 Radar Warning Receiver's performance to provide the needed obsolescence mitigation of the AN/ALR-67(V)2 Weapons Replacable Assemblies (WRA), and will also enable F/A-18C/D aircraft to recognize the AN/ALR(V)3 and AN/ALQ-214(V)5 systems. 

REQUIRED CAPABILITIES

The FY 2017 through FY 2019 efforts may include the following: installation/integration efforts, engineering and/or technical support, trade studies, integrated logistics support for program and technical reviews, and associated technical, financial, and administrative data.  Navy (APN)-5 appropriations for FY 2017 through FY 2019 will be used for these efforts.  The items acquired in this procurement will satisfy the Government's minimum need.

This is a follow-on requirement. The incumbent contractor is: The Boeing Company, P.O. Box 516, St. Louis, Missouri  63166.
