Naval Air Systems Command intends to solicit and negotiate a Fixed Price type, sole source Delivery Order contract under an anticipated Basic Ordering Agreement to The Boeing Company (Cage 76301) of St. Louis, Missouri for the procurement of approximately forty-eight (48) retrofit kits in FY22 with options for an additional forty-eight (48) in FY23, forty-eight (48) in FY24, and forty-four (44) in FY25.

This procurement is being pursued on a sole source basis under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F-18 aircraft in its various configurations, and is the only source with the knowledge, expertise and on-site personnel necessary to accomplish this effort within the timeframe required.
