The Naval Air Systems Command intends to solicit and negotiate a Fixed-Price Incentive Firm (FPIF), sole source Delivery Order under a Basic Ordering Agreement (BOA) contracting vehicle with The Boeing Company, St. Louis, Missouri for the procurement of no more than ninety-six (96) shipsets of follow-on retrofit kits associated with Engineering Change Proposal (ECP) 6213R2, "Trailing Edge Flap (TEF)", for both FY15 and FY16. This sole source procurement will also include integrated logistics support. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.
All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
