The Naval Air Systems Command intends to negotiate and award Engineering Change Proposal, ECP-6193R2, âFT50 Leading Edge Extension Retrofit at Y286 and Y294â, as a Firm Fixed Price (FFP) delivery order under the Basic Ordering Agreement (BOA), N00019-05-G-0026 to McDonnell Douglas Corporation (MDC) (A Wholly Owned Subsidiary of the Boeing Company) of St. Louis, Missouri, on a sole source basis. The purpose of this ECP is to resolve leading edge extension closure cracks. Correcting this condition will consist of replacing a section of the left and right leading edge extension closures. This will require the acquisition of retrofit non-recurring engineering, retrofit recurring engineering for tooling, and the purchase of 144 retrofit kits for the repair of 72 aircraft. McDonnell Douglas is the sole designer, developer, and manufacturer of the F/A-18 Aircraft and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondentâs ability to perform to the Governmentâs needs within the required response time. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed based upon responses to this notice is solely within the discretion of the Government.
