2. Johnson Controls. For replacing DX9100 controllers (QTY: 270) with FEC 2621 controllers (QTY: 270). This procurement action is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This document does not constitute a request for quotations, proposals, or bids.
3. An extended description of the product being acquired is as follows:
DESCRIPTION OF WORK: Replace 270 DX9100 controllers with 270 Linux compliant model 2621 FEC controllers to include software updates and network configuration. The new field controllers will be function tested at each facility to ensure proper operation and communication to Energy Management Control System (EMCS) server. The FEC 2621 devices will also be reconfigured for graphics as necessary. Following installation of all 270 FEC devices, perform a complete system performance assessment to ensure overall performance. The new field controllers will provide improved encryption to address network vulnerabilities as noted during a 2017 comprehensive vulnerability assessment conducted by the Air Force Civil Engineer Center. The system upgrade will require a schedule for any system outages to ensure notification to all appropriate agencies to minimize impact to facility operations crucial to the on-going missions on Barksdale Air Force Base. All equipment, supplies and materials provided shall be new and not refurbished. Lastly, the contractor shall provide start-up and training on the system.
4. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government, and will not be cost or time prohibitive.

Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
