The National Institute of Health, Clinical Center (CC) intends to award a Firm-Fixed price purchase order to Meso Scale Diagnostics, LLC. (Large Business) Rockville, MD 20850-3126 on a sole source basis to procure various commodities for the already housed ECL imager located in the Critical Care Medicine Department.

Meso Scale Diagnostics , LLC, is the only known vendor that can manufacture ECL Plates which will be used in the ECL imager. The technology that is used in this piece of equipment can detect picogram quantities and requires that less samples be used. The commodities that will be used within the ECL imager are primarily used for assaying HIV/AIDS patients and lies in constant collaboration with Mr. Adam Rupert from SAIC Frederick. No other company can provide the supplies at this time due to consistency and protocols.

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
