This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with Myriax Software Party Ltd. The Government intends to acquire Echoview upgrades and support agreement renewals for Echoview single user licenses using FAR Part 12 Simplified Acquisition Procedures not to exceed $100,000.00. The proposed vendor is the only vendor and supplier of Echoview software. This software is used for general analysis and processing of fisheries acoustics data.

The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately September 15, 2014 through September 14, 2015. The NAICS code for this procurement is 511210 with a corresponding size standard of $35.5Mil. This Special Notice is not a request for competitive proposals; however, technical specification will be provided upon request. Other potential sources with the expertise and required capabilities to provide these transducers may submit such data which demonstrates the technical requirements stated above no later than September 8, 2014 at 10am Pacific time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Myriax Software Party Ltd can provide these services. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM). Award will not be made to any contractor that is not registered in SAM. The System for Award Management portal is the single source for vendor data for the federal government.
