This is a Notice of Intent to award a Sole Source, Firm Fixed Price contract to Taylor & Francis Group, located at 6000 Broken Sound Pkwy N.W. STE 300 Boca Raton, FL 33487, under the basis of authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements for subscription to a unique digital collection of 885 electronic books (eBooks) on international security issues published by Taylor & Francis, in Marine Corps University (MCU). Taylor & Francis, owns the digital rights to this collection and markets it as a whole for much less than the cost for purchasing a license for each individual title.   

This requirement will be for a twelve (12) month base period with four (4) option years. A determination has been made by the Government to use other than full and open competition for this acquisition. This eBook collection supports the President of the Marine Corps University's requirement to provide the maximum amount possible of educational resources in electronic format.  (Marine Corps University Strategic Plan 2012 - 2017, Objective 5.c Expand learning resources of the Library of the Marine Corps and improve remote access to those resources. (Gray Research Center (GRC)).

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
