CITY OF REDMONDPROGRESSIVE DESIGN-BUILD SERVICES EASTSIDE ARTERIAL PROJECT Proposal Submittal Date: February 28, 2024 REQUEST FOR PROPOSALS PROJECT NUMBER: TR2403Notice is hereby given that City of Redmond ("City") is soliciting proposals from qualified and experienced teams for the design and construction of the Eastside Arterial Project. The Request for Proposals (the "RFP"), specifications, all attachments, and all solicitation documents are available to any interested party on the City's website at CIPList.com. This project will be completed using a Progressive Design-Build (PDB) alternative procurement process and is exempt from competitive bidding under Oregon Revised Statutes 279C.335, as authorized by the Local Contract Review Board on October 24, 2023. This Request for Proposals (RFP) is issued in accordance with Oregon Revised Statutes Chapters 279A, 279B, and 279C and the Redmond Municipal Code section 2.400. Sealed proposals must be received by Kelly Morse, City Recorder, at City of Redmond, 411 SW 9th Street, Redmond, Oregon 97756, no later than 2:00 p.m., Pacific Time, on Wednesday, February 28, 2024 (the "Closing"). No proposal will be accepted after the Closing. Each proposal must be submitted in a sealed envelope and marked: "City of Redmond - Progressive Design-Build Proposal for the Eastside Arterial Project - TR2403". This project is subject to the provisions of ORS 279C.800 through 279C.870 regarding payment of prevailing wages. The successful proposer must comply with the Oregon Public Contracting Code (ORS Chapters 279A, 279B, and 279C) and the City's public contracting rules, as all are amended from time to time, in the performance of the work subject to the RFP. Design-Builders responding to this RFP do so solely at their own expense, and the City is not responsible for any potential proposer's expenses associated with the RFP.
