East UGA Expansion Sewer LID: Phase 1 (Project No. 21295-A) The City of Pasco, Washington is inviting and requesting bid proposals for the construction of the East UGA Expansion Sewer LID: Phase 1 project. The work to be performed includes the trenchless installation of five steel casings in East Pasco. BNSF Crossing at Clark Road. Approximately 460 linear feet of 24-inch steel casing, and approximately 630 linear feet of 12-inch PVC gravity sewer main. Clark Road and Glade Road Crossing. Approximately 74 linear feet of 24-inch steel casing. Glade Road Crossing at Lamb Weston. Approximately 103 linear feet of 28-inch steel casing. BNSF Crossing at Lamb Weston. Approximately 413 linear feet of 28-inch steel casing. BNSF Crossing at Burlington Street. Approximately 145 linear feet of 14-inch steel casing. This contract provides the Contractor with one hundred twenty (120) working days to attain project completion. Bidders may obtain bid documents, including plans and specifications, at the City of Pasco’s Plan Room, beginning Friday, November 4th, 2022. Bidders may obtain digital files at no cost. Printed documents are available, at bidders’ expense, by choosing the “Order” option. Addenda will be published only through the online bidding service. The City of Pasco is conducting the bidding of this project through a secure online bidding process. The bidding will be done through City of Pasco's Plan Room secure network/platform: https://www.cityofpascoplanroom.com/jobs/public. Bids will be publicly opened and read aloud, in the City of Pasco Council Chambers at 2:00PM on November 22nd, 2022. Additionally, the City will hold the Bid Opening via Microsoft Teams. Proposals received after the time fixed for opening will not be considered. Attendees will be given an opportunity to ask questions towards the end of the bid opening. Bid Security shall be in the form of a certified check, cashier’s check, bid bond, or money order made payable to the ‘City of Pasco’ in the amount of equal to at least five percent (5%) of the total amount of the bid. Security deposited by an unsuccessful bidder will be returned as soon as practicable after the bid opening. For full Bid Bond submittal requirements refer to the Instructions to Bidders. The City of Pasco has scheduled a non-mandatory pre-bid walkthrough at 11:00 AM on Tuesday, November 15, 2022, east of the intersection of Glade Road and Clark Road, in Pasco, WA. The City of Pasco hereby notifies all bidders that it will affirmatively ensure that in any contract entered into, pursuant to this advertisement, minority and women's business enterprises will be afforded full opportunity to submit bids in response to the invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The Contractor shall be licensed in the State of Washington. The Contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The Contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the Contractor to carry out these requirements is a material breach of this Contract which may result in the termination of this Contract. If a contract exceeds $10,000, the Contractor shall comply with Executive Order 11246, “Equal Employment Opportunity,” as amended by Executive Order 11375, “Amending Executive Order 11246 Relating to Equal Employment Opportunity,” and as supplemented by regulation at 41 CFR Part 60. Contractor’s compliance with Executive Order 11246 shall be based on implementation of the Equal Opportunity Clause, and specific affirmative active obligations required by the Standard Federal Equal Employment Opportunity Construction Contract Specifications, as set forth in 41 CFR Part 60-4.
